 Program Overview

 

 

                             

 

 

  • Each student enrolling in Frederick County Public Schools completes a Home Language Survey to determine whether or not the student has a Primary Home Language Other Than English (PHLOTE).

 

  • The ELL program provides intensive English instruction and support for English- language learners (ELLs) in total English immersion settings.

 

  • The principal goal of the program is to help ELL students attain English proficiency so that each student can achieve at high levels in core academic subjects and so that each student can meet the same student academic achievement standards as all children are expected to meet.

 

  • Appropriate support is offered to English-language learners so that they can adjust to American culture if necessary.

 

  • Every ELL student has an English-language Learner (ELL) Plan.  The plan includes information about the student’s language proficiency scores, academic background and progress, assessment accommodations, and so on.

 

  • ELL students have full access to all appropriate school activities.  They may not be excluded due to lack of English proficiency.

 

  • All ELL instructors collaborate with mainstream teachers to determine a plan of action that best supports each student.

 

  • Student language proficiency levels are assessed to determine entry into the ELL program, progress within program, and transition or exit from the program.  The IDEA IPT Assessment is the tool used in Frederick County and all other counties in Maryland.

 

  • Following exit from formal ELL instruction, a student’s academic progress is monitored for at least the next two years to ensure continued success.
